RESURGENCE calls for circular industrial clusters to drive EU competitiveness and build a water-smart industry

The RESURGENCE project has just published its first policy brief. RESURGENCE is an EU-funded initiative aimed at promoting the wise use of resources such as water and energy, while also reducing waste. Centred on the concept of Seeds of Hubs for Circularity, RESURGENCE demonstrates how integrated water, energy, and material flows can reduce waste, lower costs, and enhance competitiveness in the pulp & paper, chemicals, and steel industries.

RESURGENCE presents pilot cases in Spain, Portugal, Turkey, and Poland, showing how circularity hubs can reduce freshwater use, recover nutrients and energy, and improve resilience. RESURGENCE recommendations aim to stimulate industrial water reuse:

  1. Support circular processes within EU industrial activities under the Circular Economy Act.
  2. Encourage the digitalisation of water-smart industrial symbiosis at the cluster level.
  3. Utilise the 2028-2034 MFF to actively transform EU industries into circular industrial clusters.

By establishing regional circularity hubs and fostering cross-sector symbiosis, RESURGENCE aims to promote climate neutrality, circularity, and increased competitiveness in the pulp and paper, chemicals, and steel industries across Europe.
